October Planning Commission Meeting Minutes

The Meeting was opened by Ralph Graf at 6:00 p.m.

OLD BUSINESS:

  1. Lou Cozza representing Kiley Associates for the Pine Forest Camp requested a 90 day time extension. Motion by Ralph Graf to grant a 90 day time extension. Second by
  2. Lou Cozza representing Kiley Associates for the Fawn Lake administrative office Land Development/ Conditional Use. Lou discussed the revised maps with the new lighting plan, a revised striped walkway from the parking spaces to the facility was added per advisement, correspondence from Aqua PA stating there is sufficient capacity for the proposed project, perc test locations have been added to the plan as requested, and Jim Dolan Lackawaxen Township SEO verified no sewage planning module is required. A request for storm water modification was presented along with a hydrograph summary report, Lou states the existing storm water basin in front of the original administrative offices was removed, his request was approved by the board. Motion by Jim Dolan to move to the October 21, 2015 Board of Supervisors meeting for approval of the Land Development Plan & Conditional Use. Second by Paul Chlebowski.
  3. Mike Mrozinski from Pike County Community Planning, Supervisors Rich Krochta & mike mancino participated in a discussion regarding the proposed amendment of Section 504 of the Zoning Ordinance to allow for digital signage. After an extended discussion, the consensus of the board believes that allowing digital signs is not consistent with the vision of the Township or the comprehensive plan for Lackawaxen Township as a community. A vote of the Board members resulting in five (5) No votes against the entire amendment and one (1) vote in favor of the amendment. Motion by Ralph Graf to pass on to the Board of Supervisors for the October 21, 2015 meeting for action. Second by Jim Dolan.

NEW BUSINESS:

A Review of the Proposed Amendment of Section 514 of the Zoning Ordinance (to revise Performance Standards to apply to Non- Residential Uses) was completed. Motion by Jim Dolan to accept the changes as presented and move to the Board of Supervisors October 21, 2015 meeting for adoption. Second by Ben Anderson.

Motion by Ralph Graf to adjourn at 7:10 p.m. Second by Ben Anderson

August 2015 Planning Commission Meeting Minutes

A Regular Meeting was of the Lackawaxen Planning Board Commission was held on August 5, 2015

The Meeting was opened by Ralph Graf at 6:00 p.m. Minutes from the July 1, 2015 meeting were given to each planning board member. Motion by Paul Chlebowski to approve July’s minutes. Second by Bill Case.

 OLD BUSINESS:

Mike Mrozinski of Pike County Planning will be attending September’s meeting to discuss the digital signage zoning amendment

 NEW BUSINESS:

Bill Schoenagel representing Woodloch Pines parcel # 708 Lot Improvement/Lot re-location. Motion by Paul Chlebowski to forward to the Board of Supervisors August 19 meeting for approval and signatures. Second by Bill Case. The Lot Improvement fee of $100.00 was received via check # 7870

James Motichka from New Line Land Surveying representing David Baker minor subdivision. Mr. Motichka returned for his second visit to the Twp. Planning after addressing Pike County Planning concerns. After review and verification of the changes a Motion by John McKay was made to forward to the Board of Supervisors August 19 meeting for approval and signatures. Second by Ben Anderson. The Minor Subdivision fee of $250.00 was received via check # 2163

Lou Cozza from Kiley Associates representing Fawn Lake Association Administrative Office needs to obtain a conditional use for a Community Amenity to be place in a low-density residential district and also to obtain Land Development Approval for the construction of a 1,500 S.F. building on the parcel. Based on discussion by the Planning members Kiley Assoc. will verify if a storm water plan is needed. Motion by Paul Chlebowski to forward to the Board of Supervisors August 19 meeting for review and scheduling of the Conditional use hearing. Second by Bill Case. This plan was delivered to Pike County Planning on august 6 for review. The Minor Land Development fee of $1000.00 was received via check # 12084 and the Conditional Use hearing fee of $900.00 was received via check# 12086

Lou Cozza from Kiley Associates representing Pine Forest Camp to consolidate the existing lots on the Parcel and then re-subdivide the consolidated lot into 7 new lots with 2 reserve access strips. Based on discussion by the Planning members Kiley Assoc. will define the widths of the reserve strips on the plan. A Lot consolidation and new deeds will be required prior to approval. Also, a component 1 Sewage Module Plan was signed by Ralph Graf. To be reviewed and signed by the Zoning and SEO. Per Lou Cozza, the maps in the module were not signed. Motion by Paul Chlebowski to forward to the plan to Pike County Planning for review and comments. Second by Ben Anderson. The Minor Subdivision fee of $375.00 was received via check #3188

 Discussion was had regarding the updated fees for Subdivision and Land Use Fee Schedule

July 2015 Planning Commission Meeting Minutes

The Meeting was opened by Jim Dolan at 6:00 p.m. Minutes from the June 3, 2015 meeting were given to each planning board member

 OLD BUSINESS:

A review of Pike County Planning’s comments on the draft Digital Signage Zoning amendment was completed. A discussion was had regarding restrictions on time limits for the sign display as well as considering limiting placement to on- premise only. It was unanimously decided that group review to include Mike Mrozinski of Community Planning, Tony Waldron Twp. Solicitor, and the Township Planning Commission is needed to complete the amendment to the Zoning Ordinance prior to setting a hearing date. A tentative date of the September 2, 2015 Planning Commission was set.

NEW BUSINESS:

James Motichka representing David Baker’s minor subdivision. David Baker is proposing to subdivide the parcels identified as 11.00-1-4.7 which were previously recorded by deed as one single lot. Baker plans to subdivide lots one and two as represented in the Almar Estates map presented to the commission, and was recorded as such on December 7, 1994 in Plat Book 32 page 144 in the Pike County Recorder’s Office. Motion by McKay to send the maps to Pike County Planning for review with the original and revised deeds and maps. Second by Jim Dolan.

 Motion to adjourn by Paul and second by Bill at 6:33 p.m.

June 2015 Planning Commission Meeting Minutes

NEW BUSINESS:

A review of Pike County Planning’s comments on the draft Digital Signage Zoning amendment was completed. Discussion was had regarding a review the Comprehensive plan for conflict with the with the proposed changes, an increase in the display time from seven (7) seconds to ten (10) seconds will be advised as well as a mandatory ambient light monitor installed, whether a conditional use permitted should be obtained for new multiple off premises digital signs and if regulation of content displayed could be added to the Ordinance. A Motion by Ralph Graf to have the Board of Supervisors review the Comprehensive plan for conflict. The Motion was passed unanimously.
