October 2015 Regular Monthly Board of Supervisors Meeting Mintues

  • The meeting was called to order at 6:35 p.m. by Supervisor Cocchi, Supervisor Mancino, Supervisor Krochta, Solicitor Waldron, and Camille James Secretary were present
  • Pledge of Allegiance
  • No Public comment on agenda items
  • Motion by Krochta to approve September’s minutes. Second by Cocchi
  • Motion by Cocchi to approve October’s bills in the amount of $135,546.56 General Fund. Second by Krochta

District Attorney Ray Tonkin addressed residents about the ongoing heroin drug issues within Pike & surrounding counties & spoke about preventative measures

OLD BUSINESS

Motion by Cocchi to approve the Conditional Use for Zoning approval for Fawn Lake Forest’s new Community Association Administrative office. Second by Mancino

Motion by Cocchi to approve the Land Development Plan for Fawn Lake Association’s new Community Association Administrative Office which includes a storm water modification. Second by Krochta

Motion by Cocchi to adopt Ordinance 108 authorizing an Intergovernmental agreement with Palmyra Township for the improvement and maintenance of Kimbles Road. Second by Krochta

A hearing will be scheduled on December 16, 2015 at 6:00 p.m. for the Amendment to Section 514 of the Zoning Ordinance Performance Standards

A hearing will be scheduled on December 16, 2015 at 6:15 p.m. or immediately following the previous hearing for the Amendment of Section 504.16 of the Zoning Ordinance pertaining to Digital Signage

Motion by Cocchi to deny the application for Gregory Cannon Minor Subdivision per Solicitor Waldron. Comments were not addressed by Pike County or Lackawaxen Township Planning departments. No revised maps were provided within the required time frame. Second by Krochta

Motion by Cocchi to conditionally approve the request for a time extension for Gerard McAveney on a previously granted Conditional Use for a fuel storage facility, pending no changes have been made to the originally submitted Land Development plan. Maps are to be verified by the Twp. Code office and re-signed. A time extension will be granted for one (1) year. Second by Mancino

Motion by Cocchi to approve the Gerard McAveney Lot Consolidation of Lots A & B located in Lackawaxen Twp. Now to be known at Lot AR. Second by Krochta

NEW BUSINES

 

Notice of filing of the MMO Report for the 2015 Pension

Opening of a single sealed bid received from Leeward Construction Inc. for the gravel bar removal on Herzog Road over Balliard Creek in Greeley, PA. The bid in the amount of $29,970.00 was reviewed by the Supervisors and Solicitor. Motion by Krochta to accept the bid as presented. Second by Cocchi.

Motion by Cocchi to name Donald Jahn as the Lackawaxen VFD civilian representative in place of Kelly Cutrone. Second by Mancino

Motion by Cocchi to name Michelle Thompson as the EMS Squad member representative in place of Cathy Wargo. Second by Mancino

Motion by Cocchi to name William German as the Greeley VFD civilian representative in place of Raj Patel. Second by Mancino

SOLICITOR’S REPORT

Solicitor Waldron reported on the status of the Shawn Roe bond. Chairman Cocchi stated the Township will be recouping approximately 93% of the misappropriated funds.

OLD BUSINESS

Opening and review of sealed bids for the (2) Ford Rangers was completed. Two bids were received for the white Ford Ranger in the amounts of $575.00 and $601.52. Two bids for the Arizona beige Ford Ranger were received in the amounts of $175.00 and $575.00. A Motion by Cocchi to accept the highest bid in the amount of $601.52 for the white Ford Ranger and the highest bid for the Arizona beige Ford Ranger in the amount of $575.00. Second by Krochta.

Fawn Lake Association Conditional Use hearing is tentatively re- scheduled for October 21, 2015 at 5:30 p.m. pending Justin Hoffman of Kiley Associates input

NEW BUSINES

Motion by Cocchi to forward the proposed Amendment of Section 514 of the Zoning Ordinance (to revise Performance Standards to apply to Non- Residential Uses) on to Pike County Community Planning and the Township Planning Commission for review. Second by mancino.

Motion by Krochta to accept the single bid received by Ciccone Construction’s for 800 Tons of red cinders at $20.90 per ton for the 2015/2016 Winter season. Second by Cocchi.

Motion by Cocchi to authorize submission of Re-assigned Resolution 2015-05 to DCED Monroe County Local Share Grant for a pole building at the old Township location for vehicle storage. Second by Krochta.

SOLICITOR’S REPORT

Solicitor Waldron discussed the draft Kimbles Road maintenance agreement with Palmyra Township. A hearing will be held at 6:45 p.m.             October 21, 2015 at the during the regular monthly Board of Supervisors Meeting

August 2015 Monthly Board of Supervisors Meeting Minutes

Motion by Cocchi to approve and sign maps for Woodloch Lot Improvement of Parcel 708. Second by Krochta

Motion by Cocchi to approve & sign maps for the David Baker Minor Subdivision. Second by Krochta

A Conditional Use Hearing was scheduled for September 16, 2015 at 5:30 p.m. for the Fawn Lake Administrative Office Project

Sealed bids for the two Township owned 2006 Ford Rangers were opened and reviewed.  A single bid for the beige Ford Ranger was received and a single bid for the white Ford Ranger was received. After a review, a Motion by Mancino to reject the bids submitted and re-advertise for the next Board of Supervisors meeting September 16, 2015. Second by Krochta

Motion by Cocchi to adopt the revised 2015 Subdivision and Land Use Fee Schedule.          Second by Mancino

Motion by Cocchi to adopt Resolution 2015-03 TE-160 for ownership and maintenance responsibility of the existing traffic signal located at Route 6 and Route 434. Second by Krochta

Motion by Cocchi to adopt Resolution 2015-04 authorizing submission of a 2015 Multimodal Transportation Fund Grant for the Case Road Bridge thru DCED in the amount of $470,225.00. Second by Krochta.

Motion by Cocchi to adopt Resolution 2015-05 authorizing submission of a 2015 Monroe County Local Share Account Grant for a pole building thru DCED in the amount of $118,300.00. Second by Krochta.

Motion to approve John L. Reinhardt, III and Linda Seidl – Reinhardt consolidation of lots 480R and 478 in Masthope. Now to be known as Lot 480RR. Second by Krochta.

Motion by Cocchi to approve John A. Harmon and William G. Fischer consolidation of Lots 89, 90, and 91 in Friendly Acres. Now to be known as Lot 89R. Second by Krochta.

Motion by Cocchi to approve a $1000.00 donation to the Pike County Library. Second by Krochta.

Motion by Cocchi to approve a Municipal donation to the Conservation District for cost sharing for the Gypsy Moth spraying pending Federal and State Funding for the project. Second by Krochta.

Veteran’s Memorial Park is reserved for September 5, 2015 for Judy Conklin

SOLICITOR’S REPORT

Solicitor Waldron discussed the ongoing cistern issues at Blue Heron Woods. Jim Combs has agreed to look into the cause of the water level dropping and possible repairs.

Solicitor Waldron wrote a letter to Eric Hamill’s office regarding the Cannon minor subdivision progress. As of yet he has received no response from Mr. Hamill or Jamie Rutherford Surveying.

July 21, 2015 Board of Supervisors Special Meeting Minutes

  • The meeting was called to order at 10:00 a.m. by Supervisor Cocchi, Supervisor Krochta, Supervisor Mancino, Solicitor Waldron and Camille James Secretary were present

No public attended

A special meeting of the Board of Supervisors was held for the review of the single bid received and opened at the regular Board of Supervisors meeting on July 15, 2015 for the Township salt shed structure. A bid from Penn State Construction was received for the Township salt shed structure in the amount of $106,648.00. Solicitor Waldron reviewed the bid package and it was found to be in order. Motion by Cocchi to accept the bid as presented. Second by Mancino.

Two bids were received and opened at the regular Board of Supervisors meeting on July 15, 2015 for the Westcolang Road repair project. E.R. Linde Construction Corp. submitted a bid in the amount of $166,471.00, and Wayco Inc.’s submitted a bid in the amount of $256,239.25. After an evaluation by Solicitor Waldron of the comparable bids, the documents were found to be in order. Motion by Cocchi to accept E. R. Linde Construction Corp’s bid in the amount of $166,471.00 as presented. Second by Mancino. All bidders will be notified of the bid decisions.

 Other Township Business:

A review was completed from STV Engineering for the Case Road Bridge repair project. A decision was made to Table the acceptance of the contract until an estimated cost of construction is received.

A decision was made to Table the re-signing of the maps for Gregory Cannon’s minor subdivision until the maps are revised by Rutherford surveying to reflect the driveway location and well location for Lot A and or Eric Hamill’s office to revise the deed to address the Well designation for lot A on the deed. Solicitor Waldron stated he will draft a letter to Hamill’s office asking for the addressing of the comments from Pike County Planning and to re-submit at the next regularly scheduled Board of Supervisors meeting.

A discussion was had regarding the revised fee schedule for Subdivision and Land Use. Solicitor Waldron suggested the Township Planning Commission review the changes and then forward to the August Board of Supervisors meeting for a motion to adopt the new fee schedule.

A discussion was had regarding Gerard McAveney request for a time extension for his previously approved conditional use. Solicitor Waldron suggested Jim Dolan draft a letter to McAveney asking for an explanation of why he couldn’t complete the project within the timeframe specified in the terms of the original conditional use, and to Code officer Dolan will verify that no changes to the original plan have been made. McAveney’s request for a time extension will be added to the agenda for the August Board of Supervisors meeting upon receipt of required documentation.

July 2015 Monthly Board of Supervisors Meeting Minutes

OLD BUSINESS

Supervisor Cocchi discussed the Gypsy Moth informational flyers made available at the meeting

Supervisor Cocchi shared Pike County Conservation District’s comments on Ben Solowitz’s leaf sample. As per Garrett Beers / Service Forester PA Department of Conservation and Natural Resources;the formation that you are seeing on your oak leaf is most likely some sort of insect gall. The “gall” most likely contains an egg or an insect larva. Many insects lay eggs in the leaves or stems of plants. Once the insect larva hatch they can feed of the plant structure and then finish their life cycle.”

Motion by Cocchi to table the acceptance and award for up to thirty (30) days, pending review from Roadmaster Krochta. A special meeting of the Board of Supervisors may be scheduled to award the bid prior to the next Regular Board of Supervisors meeting. Second by Mancino.

Motion by Cocchi to approve William R. and Susan C. Ehlers Lot Consolidation of Lots 283 and 284 in Masthope. Now to be known as 284R. Second by Mancino.

Motion by Cocchi to approve Aleksandr and Yelena Kogan Lot Consolidation of Lots 35 and 36 in Fawn Lake Forest. Now to be known as 36R. Second by Mancino.

SOLICITOR’S REPORT

Solicitor Waldron announced the tentative meeting for the September Township Planning Commission with Mike Mrozinski from Pike County Community Planning for the review of the digital signage Zoning amendment. The Zoning hearing will tabled until the September 2015 Board of Supervisors meeting.

Solicitor Waldron gave an update from Glen Khoury from Laurel Woods Mobile Home Park, who states a second estimate was received and a required signed installation and maintenance agreement was completed.
